VISION 2030

The  advent of the Second Republic ushered in a new Vision 2030 developmental agenda. The transformative and inclusive developmental thrust, anchored on the people’s collective determination and aspirations to achieve an empowered and prosperous Upper Middle-Income Society  by 2030.

Zimbabwe’s current economic blueprint, National Development Strategy 1 (NDS 1) and NDS 2, spanning from 2021 to 2025 and from 2026 to 2030 respectively, are both guided by Vision 2030 in their successful implementation.

NDS 1 main objectives are as follows:

  • Strengthening macroeconomic stability, characterized by low and stable inflation, as well as exchange rate stability.
  • Achieving and sustaining inclusive and equitable Real GDP growth.
  • Promoting new enterprise development, employment and job creation.
  • Strengthening social infrastructure and social safety nets.
  • Ensuring sustainable environmental protection and resilience.
  • Promoting Good Governance and Corporate social investment.
  • Modernising the economy through use of ICT and digital technology.

NDS 1 National priorities were identified as :

  • Economic growth and stability.
  • Food Security and Nutrition.
  • Governance
  • Value chain and Structural Transformation.
  • Human capital development.
  • Environmental protection.
  • Climate Resilience and Natural Resource Management.
  • Housing delivery, ICT and Digital Economy.
  • Health and Well-being
  • Transport, Infrastructure, and Utilities.
  • Image building and International Engagement and Re-engagement.
  • Social protection
  • Youth, Sport and Devolution.

Investing in Zimbabwe

Zimbabwe leverages on its strong agricultural base, an impressive sixty ( 60) plus mineral resources base, including its highly literate, adaptive and skilled workforce in realizing its economic developmental goals. In this regard, the country seeks to engage into beneficial economic relations with the international community guided by its foreign policy objective of being “ a friend to all and an enemy to none’.

National Development Strategy 2 (NDS2)

The economic blueprint builds on the foundation laid by NDS1(2021-2025) and the Transitional Stabilization Programme (2018-2020). The economic blueprint was launched by the President, His Excellency, Dr. Emmerson E, Mnangagwa on 27 November 2025. The NDS2 is the second five-year economic blueprint running from 2026 to 2030 aimed at transforming the country into a prosperous and empowered upper Middle-Income Society by 2030. The strategy focuses on accelerating development with the national mantra of ‘leaving  no one and no place behind”

Under NDS2 Government identified ten  broad based national priorities to drive economic growth, social transformation, and improved quality of life for all Zimbabwean;

  1. Macro-economic stability and financial sector deepening.
  2. Inclusive economic growth and structural transformation.
  3. Infrastructure development and housing expansion.
  4. Food security, climate resilience and environmental protection.
  5. Science, technology, innovation and human capital development.
  6. Job creation, youth development, creative industries and culture.
  7. Social development and social protection.
  8. Regional development and inclusivity through devolution and decentralization.
  9. Image building, international relations and trade promotion.
  10. Good governance, institutional strengthening, peace and security.

NDS2 objectives are:

  • Maintain economic stability and financial sector.
  • Transform the economy through value addition and diversification.
  • Boost agricultural output for food security and climate resilience.
  • Promote Knowledge driven digital economy through innovation.
  • Advance devolution for equitable regional development .
  • Accelerate job creation and empower youth and entrepreneurs.
  • Ensure universal access to education.
  • Enhance global engagement to attract investment and tourism.
  • Strengthen institutions for unity, peace and security
